In a step intended to reduce carbon dioxide emissions, the U.S. Environmental Protection Agency has proposed improving the fuel efficiency (heat rate) of coal-fired power plants by 6 percent. The EPA is still taking comments on this proposed rule, so it's important to understand whether this plant efficiency objective is an impossible standard or maybe too easy a goal.

About the Presenters
Babcock Power (Retired) Licata Energy & Environmental Consulting, Inc.
Tony has over 40 years of experience in the power generation field. He started his career as a startup and performance engineer involved in the startup of fossil-fired boilers and air pollution control systems. His experience includes wet and dry FGD systems, low-NOx burners, SCRs, SNCRs, ESPs, and baghouses. He has an in-depth knowledge of combustion processes and the control of dioxins through combustion technologies and mercury control. Beginning in 1978, he worked for Gibbs & Hill as a Project Manager and became vice president of Dravo where he was responsible for the design, construction, startup, and operations of both waste-to-energy and fossil-fired power plants.
He went to work for Potomac Electric in 1988 as V. P. for developing IPP projects. From 1990 to 2000, Tony was co-owner of Licata Energy and was responsible for providing consulting services to the power industry related to air pollution systems, combustion, and plant operations. During this period he was the technical and marketing representative for many domestic and international firms. In 2000, Tony joined Babcock Power Inc. where he was responsible for implementing their environmental service business, their mercury control product line, and development of new technologies. He was promoted to Vice President and became responsible for the transfer of wet and dry FGD and SCR technologies from their licensees and converting them to US based-technologies. Tony was also responsible for strategic planning and business analysis related to emission regulations. He retired from Babcock Power and reentered Licata Energy providing technical and business consulting to the power industry.
Tony has published over 100 technical papers on environmental issues and his current work is based on integrated multi-pollutant control strategies including NOx, SO2, SO3, mercury and particulates and is consulting on emission compliance strategies, business development as related to EPA regulations and licensing of new technologies.
Robert E. Sommerlad
Principal Robert E. Sommerlad, P.E.
Bob is a Mechanical Engineer with over 50 years of experience in combustion and air pollution control technology since receiving his B.S. and M.S. degrees from the New Jersey Institute of Technology, Newark College of Engineering. He is now Principal of Robert E. Sommerlad, P.E. providing consulting services to industrial and private sector clients. Previously he was responsible for business development of GE EER's NOx Control Technologies, which were mainly combustion modifications for industrial and utility boilers. His experience includes marketing/business development in combustion and environmental engineering including air emissions, R&D and commercial proposal preparation, contract administration, marketing sales presentations, and technology transfer from R&D to commercialization.
Bob is an internationally recognized expert in the air pollution control, waste management, and energy fields through 80+ publications. He has taught at the college level and in many industrial training courses and is a facilitator at technical conferences. He is the ASME and ITS 2010 Pioneer Awardee and has served on the Coal-Gen Steering and Technical Committee, as well as other conference committees. Bob is a Professional Engineer and a Board Certified Environmental Engineer (specialty Air Pollution) in the American Academy of Environmental Engineers and Scientists.
Strategic Environmental Solutions Director Burns & McDonnell
Block currently serves as Strategic Environmental Solutions Director at Burns & McDonnell. In his role, Block evaluates impacts of environmental legislation and regulation on industry. He has worked in the power industry for 20 years and has successfully permitted over 10,000 MW of power generation. For six years, Block was Director of Environmental Services for Aquila. In this role, he oversaw environmental compliance, risk mitigation and strategic direction for Aquila. Block assisted in development of the Aquila's integrated resource plans and developed the company's first greenhouse gas report. Block is a registered professional engineer and has a Master's Degree in Atmospheric Sciences from the University of Illinois.
Michael W. Smiarowski
Manager, Steam Product Line Steam Turbine Modernizations Products, Americas Siemens Energy, Inc.
Michael holds the position of Manager for the Steam Plant Modernization group of Siemens Energy, Inc. located in Orlando, Florida, where his responsibilities include the development and support of Fossil Steam Turbine Modernization Projects in the Americas. He has been in the position since 2006. He has been involved different aspects of steam turbine maintenance and replacement, including field services, repairs, project management, manufacturing, and marketing.
Michael earned a Bachelor's degree in mechanical engineering from Clarkson University (Potsdam, New York USA) and a Master's Degree in Engineering Management from the Milwaukee School of Engineering (Milwaukee, Wisconsin USA). He is a member of the American Society of Mechanical Engineers (ASME) and is on the ASME Power Division Executive Committee (currently Treasurer/Secretary) for the 2015 Power Conference. He is also former chairman of the Turbine, Generator, and Auxiliaries Committee. Michael has authored and co-authored a number of technical conference papers on the subject of steam turbine modernizations and power plant optimizations throughout his career.
