Directing purchase of new regional rail push-pull equipment (locomotives and coaches), new trollies for city and suburban services, and Silverliner-IV emu replacements...all made possible through Pennsylvania Act 89.

Responsible for vehicle specification writing and continuing document configuration control and change management in support of Passenger Rail Investment and Improvement Act (PRIIA) Section 305 Next Generation Corridor Equipment Committee (NGEC) as well internal Amtrak purchases. Directed the creation of the PRIIA Diesel Multiple Unit specification, approved on September 4, 2012, by the NGEC Executive Board. Technical lead for acquisition of two Genset switchers for Amtrak's Chicago yard and for conversion of two SW1000s from the Ivy City yard, Washington, DC, into Gensets. Senior Test Coordinator and lead on-board test director for acceptance testing of Amtrak's new ACS-64 electric locomotives and new long distance single level cars.

Nuclear-trained submarine officer, served on three nuclear submarines including during new construction and as Chief Engineer on a ballistic missile submarine (SSBN) for five strategic deterrent patrols. Also a qualified Engineering Duty Officer led shipyard Quality Assurance Dept. and Deputy Program Manager for Towed Systems at the Naval Undersea Warfare Center.
